Can a Virginia resident legally purchase a long gun from a NC FFL (gun dealer)?
I have not found a clear answer.

By federal law, and the laws of both VA and NC, yes you can purchase a rifle or a shotgun. A stripped receiver is not a rifle or a shotgun. A pistol grip only Mossberg 500 is not a shotgun.
