SBR is brand new, prefer local form 4 transfer in Virginia. When buyer pays they will receive upper and accessories immediately, after form 4 is approved lower will be picked up. UBC is not needed in Virginia for private sales and I have a lawyer that will handle your form 4 paperwork for $50(John Pierce).

If payment is made before January then I will hold the item till form 4 is submitted with $0 tax in January. Buyers choice.
