I keep seeing people talk about hollow point expansion and some point out whether the copper jacket has come off or not. Question is, does it matter if the jacket comes off or not and, if it does matter, why?

Loss of the jacket on a hollowpoint usually leads to a fragmentation of the lead core,causing a decrease in the efficent transfer of energy to the target.
