Theoretically if you are buying a lower receiver and under 21 could you purchase someone’s “completed” rifle with the upper but afterwords tell them keep the upper and only pay the price of what the lower receiver if worth? If the lower is not a “virgin“ lower and is from a rifle could you purchase that at 18-20?

You joined on the 3rd of this month, and it seems from your previous posts on here you're looking for ways to try and get around not being old enough to buy an AR pistol. It doesn't look well when people come here looking for "loop holes".

With that being said it's illegal to use a rifle lower to build a pistol without going through the motions to build an SBR (tax stamp, form 1).

It was to build an ar10 rifle with a 20” barrel and a 9mm ar with a 16” barrel just needed lowers for them just didn’t want to buy whole rifles. Just trying to find all ways to exercise my 2 amendment right and get around unconstitutional restrictions legally. And figure out all laws and changes to laws as they happen.

Why should an 18-20 year old be able to buy a complete rifle but not a rifle lower with intent to build a rifle or can buy a “firearm” but not ar pistol. I would like to purchase a rifle lower for a rifle upper but not buy a full rifle and sell the upper back to or not purchase the upper from the previous owner if purchased from a private seller through a ffl dealer. Was just wonder if you could buy a “rifle” but not the upper reviver legally.

Then what's the problem? There's nothing to "get around" just buy a complete rifle lower to begin with. Private sale or dealer you only have to be 18 for a complete rifle lower.

Not in my state I went to a ffl dealer and when you look at the laws you have to be 21 to purchase a complete rifle lower because it’s considered “other”

I ask these questions to make sure I’m legally doing things and not risking felony charges because I want to make a cool looking and functioning firearm. It’s confusing when on every government site or time I look up the laws/read them it says something different from the atf, the state laws, and federal laws. Virginias laws are different from other states and before you could acquire things privately here but now it must go through an FFL dealer or have a background check (from what I’ve read as of July 1st 2020). But other forms or sites say private sales are unregulated.

YES in VIRGINIA a complete rifle lower is registered as a rifle it can't be registered as an other because it would already have a full stock and considered a RIFLE ONLY.

STRIPPED lowers are registered as other. I've bought them before I'm not going off 3rd hand information. If you went to a dealer he would have told you that.

I appreciate the link thank you, but I sent those because when I ask ffl dealers and look at the atfs definition they say a rifle lower is classified as “other” or you have to be 21 to purchase a rifle lower.

(I did want an ar pistol but if I can’t legally obtain one at my age, and I don’t necessarily want it gifted by a parent to avoid any mishaps, I’ll wait til 21 but now I have my eyes set on an ar9 and ar10 build or spr build 16”-20” but I don’t want to drill out an 80% but if they’re legal I will purchase an ar rifle lower and build a rifle.)

I think I have to just purchase a full rifle by federal law and just change parts on it

No. A receiver, whether it's a rifle or pistol receiver is just a receiver unless there's an upper attached. It's not registered as anything.

Thank you, it worked!! I must’ve only went to stores without “rifle” lowers they said most aren’t classified from the manufacture. I really appreciate you for informing me I will be building my mk12 clone now!!
