State vs locality supremacy backfire? Legal question - 12/14/19 07:23 AM

So, part of what the gov has proposed/threatened is to have the legislature negate state-over-locality supremacy so that localities can pass gun control ordinances at will. Doesn't that also mean that sanctuary cities and counties can also essentially negate state restrictions via local ordinances?
