State vs locality supremacy backfire? Legal question

So, part of what the gov has proposed/threatened is to have the legislature negate state-over-locality supremacy so that localities can pass gun control ordinances at will. Doesn't that also mean that sanctuary cities and counties can also essentially negate state restrictions via local ordinances?

That is part of the genius of the 2A Sanctuary movement.
