It seems to be familiar occurrence, around a major event casting calls go out for actors. Of note though, the web site has added this note for clarification:

"Amissville – Seeking actors for ongoing live roleplaying project – Current – Paid
“Hostile Environment Awareness Training (HEAT)”
Location: Amissville, VA (near Warrenton/Culpeper)
Rate: $250/day ($200 plus $50 for travel). Additional travel/lodging not provided.
Description: HEAT courses are designed to prepare NGO staff for operating in challenging international environments through in-person simulations. Actors take on varying roles (terrorist, IED victim, hostage, rescue team) throughout each workshop. The work can be intense (both physically and mentally) but also very rewarding."
