It means I believe in our second amendment 3rd party transactions do nothing require and ffl or paper work just a bill of sale
MOD EDIT: AS UNFORTUNATE AS IT IS, THE CURRENT LAW REQUIRES A BACKGROUND CHECK FOR PRIVATE SALES.
IF YOU OPENLY INVITE OTHER MEMBERS TO BREAK THE LAW, YOU WILL BE REMOVED FROM THIS SITE.

Third party transactions will happen af a ffl for paperwork. When I said third party I meant meet at the gun store and pay the fee . Third party only in the sense of a private sale

There are some exceptions for the background checks and private sales.

But if it's your next of kin, no ffl needed, just a bill of sale. Showing who you "gifted" it to.

There is NO BOS ( Bill of Sale ) requirement,
And, Gifting isn't limited to next of kin/family!
