A friend of mine was talking to a Powhatan Sherrifs Deputy and asked for some literature to read pertaining to the new laws post July 1st. He was sent this article and was told the law didn't go into effect until July 1st 2021. The article he contradicts itself in the highlighted sections. Can anyone clarify?

The code for the new firearms transfer regulation is not listed in the TOC for the state police. It also, is not returned on any search I have tried. It is almost like they are trying to hide it. https://law.lis.virginia.gov/vacode/18.2-308.2:5/ is the link to the direct private sale regulation. The first sentence is the most important.

So is this new law in effect now? If so, how does one go through the process of having a background check done on someone who wants to purchase a firearm privately? Where can this be done?
