The's a standard bakelite grip in the first pic, and a US Palm/Xtech Grip in the second. The tape looks like some sort of padding under electrical or padded tape

3m splicing tape it can be bought at a electric supply store.

Thanks hino, that's what I believe as well, except the weird pattern on it. On the top pic the grip itself is a polish bakelite grip. Rubber splicing tape will achieve same effect, but still wonder about the tire tread look.
