Renewing/resubmitting an expired CHP.

We've been living out of state and my wife's CHP expired back in 2016. Were looking to get it renewed or submit for a new one. Does anyone know if we have to do the fingerprinting and all that over again or can we submit the old CHP with a new application and payment and submit it that way? It's in Virginia Beach if it makes a difference.

PERMIT RENEWAL – (§ 18.2-308.010)
Persons who previously have been issued a concealed handgun permit are not required to appear in person to apply for a new five-year permit; the application for the new permit may be submitted via the United States mail. The circuit court that receives the application shall promptly notify the applicant if the application is incomplete or if the fee submitted is incorrect.
No Fingerprints requirement.
