If you have a hunting license, you can go to one of the WMA public ranges. A fishing license might work too, at least I think that is required. They are closed from April 1st - Sept 1st:

I've been to the Blacksburg range and no license was required... that's not central VA though wink

Thank you. Ive already checked the WMA's. The Smoking Gun in Colonial Heights lets you shoot with frangible ammo.
