I sold the rifle (220 swift), out of state, and I just found these cases, cleaned, sized, primed, ready to load. The purchaser of the rifle would like to have them. As best I know, I can mail them if they are boxed w/dividers. Is that correct?

I never use another person's reload, so I'm hesitant to pass these along as is. If I still had the rifle, I could simply chamber and fire the primer. And I don't like the thought of running them thru the decapping die (with a live primer). Thoughts?

I would personally run them through the decapping die with a live primer. Go slow, and you will have no issues, and always wear safety glasses as a precaution. Primers need a pretty stout smash to get them to go off. I watched a video on youtube a while back where a guy decapped, and reinstalled the same primer 20+ times, and tried decapping as fast as possible and still couldnt make the primer go off.

I have decapped many pieces of brass with live primers. I just went slow, and had no issues.

What dirtjumper895 said, I too have decapped many live primers with zero issues. Go slow, you'll be OK.
