Great to be a member and I have a two part question:

First, is there any place in NE,NC or the Chesapeake Area of VA that handles gunpowder and reloading supplies?

Secondly, I am NC resident and have my CCW permit and can I purchase those items in VA with that CCW?

There are a few places in the Chesapeake area that sell Reloading products. There is a Bass Pro not far away. There is a reloading supply dealer that sells on this forum in the Chesapeake area, but I cannot think of his screen name.

On your second question. In the state of VA. there is no regulation about buying reloading components. You can walk into any store that has what you want and purchase over the counter.
