If I read this right, this will outlaw 3d printed guns, and recievers with no serial numbers. Does this mean 80% lowers? Someone with more internet savvy then me should check this out.

Yep 80% lowers are included but if it's passed what they don't know won't hurt them.

Correct, but 80% lowers etc probably won't ship to Virginia anymore.

Can't serialize yourself based on the law. It must be serialized by an importer/manufacturer
