The universal background check doesn't mean when you're under 21 you can purchase and own a handgun, the law says you still have to be 21 to buy a handgun

You have to be 21 to purchase a handgun from a FFL, 18-20 can purchase in PRIVATE sales legally, under the premise they are not felons or any other criteria that prohibits someone. Edit: for anyone reading this please educate yourself on the law. UBC when it was in effect didn’t allow 18-20 year olds to purchase handguns privately due to having to go through a NICS check and it automatically denies anyone under 21 to be transferred/buy a handgun privately. That no longer exists, so 18-20 year olds can privately purchase legally now.

The 18-20 issue was the basis of the lawsuit that overturned the UBC.
